Introduction


This mandatory of GCD is legitimately established to facilitate the legal procedures for democratic transition towards policies and implementation.

It definitely underscores the importance of remembering and acknowledging the injustices and struggles of vulnerable populations who are constantly getting mazed by the "statu quo".

The prior purpose of GCD Mandatory for Transition is set upon the democracy's power dynamic to defend the Rule-of-Law, national sovereinghty, social justice and human freedoms through the glance of the International Law's authority which is the cornerstone of justice, moral and collective conscience.


This International Mandatory for democratic transition is an appeal that highlights the power of "We The Nations, Peoples and States."

It mostly emphasizes the need for countries to take democratic actions that embody the values of liberty, solidarity and international corporation in the pursuit of democracy, its rights and obligations.

Member states shall promote liberal democracy that paves the way of freedom and human fundamental rights in their own government or customary Law.

This mandated settlement of democracy is officially anchored as a democracy's model for modern democratic transition.

It is also represented as a unique blend of GCD 's allocution concerning rules that facilitate the direct implementation of democracy in countries through legislative norms and procedures.

As of now, many countries are confronting threats that go against their social justice , security, media freedom, human rights, territorial integrity, and self-governance.

However, let us remind Member states that the voices of all countries must be heard and upheld by the power of democracy.

Solidarity in this pivotal moment remains the spear of democracy, and so it will never be exhausting from helping people, not just as service, but a common responsibility that must be left behind for generations to come.

Historic evidences in colonized-like conditions, have shown that colonizers don't feel comfortable with the ideas of democracy, not because of the unique reason of liberty, but the lasting impact those ideas can leave on people, as an ever-growing credibility gap that strengthen the global democracy.

Democracy's Leadership highlights democratic goals are primarily based on state responsibility that allow Member states to be operational in freedom, self-determination, peace and international cooperation.

Member states shall be withholding democratic legislatures that prioritize law enforcement about the rights of democracy according to the synoptic precepts of the Global Charter of Democracy (GCD).

Those precepts are rules that considered as a Curriculum for democratic legislatures that shall be thereof prevailed over authoritarian policies, do hereby; "the GCD'S' Mandatory for Transition" (sepolicy), mandated as a public domain to implement democratic transition , i.e. not compromised with non-democratic governance nor foreign dictatorship policy or statu quo establishment in our democracy.


Prior Warning

Member states shall recognize that the GCD Mandatory for Transition is typically a concern of the global democracy, as a non-politic strategy and it doesn't contain neither "state prolifération" as that term is currently used against political interference, authoritarian and belligerent regimes.

However, the evaluation of conservative policies represents a warrant danger to our Democracy.

And so, the GCD's Tirth-Party in the defense of democracy, do hereby, the roadmap for implementing the democratic transition as intended standard to regulate a particular democracy's model that fits to transitional government towards limitation and liability.


Liability and Limitation

In no circumstance the GCD Mandatory for Transition shall not be liable to any injustice concerning the power of democracy, including loss of; State Sovereignty, Liberty and Identity, whether judiciary, legislative or executive, and so the power of democracy shall be considered as inviolable in any circumstances.

The GCD shall not loose interest in democracy's promotion, profits, and values or other legal measures that cover it, whether incidental or consequential, direct or indirect, this should be arising fundamental structure to democracy's power dynamic or the use thereof limitation and liability.

However, the theory of democracy's liability is only linked to freedom of the people and there will be always limitation for the opposite.

This limitation will be applying even though the GCD should be advised for such a possibility of opposite politics or any violation concerning democracy's freedom.

To protect your rights, we impose restrictions that forbid undemocratic power to deny you these rights or to ask you to surrender your rights.

These restrictions translate tcertain responsibilities for GCD law enforcement, rules and norms set upon transitional power of democracy.

We member States acknowledge that this is a collective agreement and reasonable responsibility from the risks and damages that the framework of this mandatory doesn't support.

Te GCD Mandatory for Transition represents itself as a settlement to democratic norms that remotely sets on four Democratic pillars .

Pillar 1: Protection and Cultivation of Fundamental Freedoms and Civic Space.

Pillar 2: Election Integrity and Political Pluralism.

Pillar 3: Inclusive Policymaking.

Pillar 4: Solidarity against Authoritarianism


The framework is more accurately defined as an interconnected liability to be the guardian of sovereignty and human fundamental freedoms.

The GCD Mandatory for Transition Including key characteristics of global democracy's model that articulates that the,people have the power to choose their rulers through elections, freedom of expression, and decisions being made through public debate, agreement, compromise and resolution among parliamentary representatives.

Whether this is a direct, semi-retired or indirect democracy, democratic republic,or to be constitutional federal republic or operates as a unitary parliamentary democracy.

This includes major parties such as the Social Democratic Party of Germany, the French Socialist Party, the British Labour Party, the Italian Democratic Party, the Portuguese Socialist Party, the Romanian Social Democrat Party and the Spanish Socialist Workers' Party.

Beyond Liability and Framework sources; this Mandatory concerning transitional governance is linked to constituent principles which considered as a semi-retired democracy.

Consequently, the GCD Mandatory for Transition decides that any form of government shall be prioritizing democratic legislations in which the ultimate authority is set and held by the citizens and the rule-of-law's governance.

Without any exclusive fact as some policies are based on a Constitution which is the supreme law of the land.

The establishment of a transitional governance about democracy's thereof, pursuing the implementation and the achievement of democratic rights, do hereby the GCD Mandatory for Transition.

It provides a framework that extends under regulations of the International Law that allows countries worldwide to facilitate and adapt to economic, ecologic and democratic transition.

These strategies are therefore, resulted through international consensuses that are built on code of law and penal procedures that characteristically shape a model framework for the exact implementation of democratic transition.

This planing will involve short-, medium-, and long-term goals that is basically issued on key factors that recognize and regulate democratic actions, implementation, transparancy and trusteeship .

The future of democracy's potential should be focused on goals that based on current issues and challenges that can probably shape the future reality of our modern democracy.

Each democratic action, goal or phase, is an obligation that requires detailed planning, resources allocation, and effective implementation of law procedures that concern democratic transition in achieving the desired outcomes of democratic rights , legislatures, law enforcement and goals.

These goals require sustained effort, investment, and collaboration between the government, private sector, and international partners.

Preamble


We, Member states do recognize that some policies are designed to take away our freedom just to restrict and change it.

By contrast, the GCD Mandat of Transition is a public domain defense intended to guarantee democratic freedom for all peoples, and to share principles and values as a together corporation to make sure the GCD is free for all Members states or users.

Our global democracy goals are structured to make sure that every State has fundamental freedom to pursue democracy, position, ethnicity, skin color and gender don't matter.

This commitment and determination if we'd wish, can offer the right to receive the source of law, rule of law and code of law through democratic jurisprudence and procedural law enforcement.

There's no power being called to impose democratic freedom prohibition and restriction. This is not allowed and any form of government knows that they cannot do these things to complicate the power of democracy.

To protect your rights, we need to make restrictions that forbid power to deny you these rights or to ask you to surrender your fundamental rights.

These restrictions translate to certain responsibilities for you if you would adopt the rules of democracy.


Existential Challenges


For example, if you are on the appeal for an executive transition program and such a transition program should require to defend your democratic rights, whether gratis or for a fee, but you must give the democratic recipients all the rights that you have in return. You must make sure that they, too, receive or can get the GCD Mandatory concerning transitional governance

And you must show them these terms so they know their rights in accordance to democracy policies.

We protect your rights with two steps: (1) the leadership of democratic transition.

(2) offer you the GCD Mandatory which gives democracy government the legal permissions to implement the foundation of democracy.

Also, for each policy protection and ours, we want to make certain that every Member state understands that there's no warranty for other transition charter.

If the the original mandatory is modified by transition else and passed on, we want its recipients to know what they have is not the original source, so that any problems introduced by others will not credibly reflect on the original document, reputation and global interest.




Finally, any intended democratic transition shall be threatened constantly by the Global Charter of Democracy legislatures, and any other recipient of transition program that wants to change the provisions of this Mandat, it will costs it, an enormous amounted fees.

We wish to avoid the danger that redistributors of a free transition program will specifically obtain the GCD Mandat in effect making the

program proprietary be accountable for any judiciary concerns.

To prevent this, we have made it clear that any details on transition program must be mandated for country's free use or not mandated at all.

This includes precise terms and conditions for implementing democratic transition, rights, norms and modification shall be directly aiming these phases:



Phase 1: Immediate Actions (1-2 years)


* Stabilization and Security:

* Goal: Establish a secure environment and restore basic services.

* Actions:

* Strengthen law enforcement and judicial systems.

* Improve access to essential services (healthcare, water, sanitation).

* Address immediate humanitarian needs (food security, shelter).

* Governance and Transparency:

* Goal: Improve governance and reduce corruption.

* Actions:

* Implement anti-corruption measures and promote transparency in government.

* Strengthen public financial management.

* Support free and fair elections.

* Emergency Economic Measures:

* Goal: Provide immediate economic relief and support to vulnerable populations.

* Actions:

* Implement cash transfer programs.

* Support small businesses with access to credit and technical assistance.

* Address immediate infrastructure needs (e.g., repairing roads, ports).


Phase 2: Medium-Term Development (3-5 years)


* Infrastructure Development:

* Goal: Invest in critical infrastructure.

* Actions:

* Improve roads, ports, and energy infrastructure.

* Expand access to internet and telecommunications.

* Develop infrastructure projects that create jobs.

* Education and Human Capital:

* Goal: Improve education and workforce skills.

* Actions:

* Reform the education system to improve quality and relevance.

* Expand vocational training programs.

* Promote access to higher education.

* Economic Diversification:

* Goal: Diversify the economy and promote key sectors.

* Actions:

* Develop tourism, renewable energy, and value-added agriculture.

* Attract foreign investment in these sectors.

* Support the growth of SMEs.


Democracy Development Approach


Any mandated transition shall be allocated to uphold a blended economy that boosts generally the aim of supporting a progressive tax system from different allocations that subdivized tax payments from many types and economic support for having higher minimum wages than macro-economic deficiency.

Enhance the PNB to balance the national income comparatively to the current PIB.

Increase the stock market to combat improvist inflation.

Boost regularly the supply chain productivity through cooperation and fair trade to backward economic rentability. However, the balance between active and passive in gross economy equals capital income.

On this facet, the second priority shall be allocated on Social Security, universal health care, public education, and subsidized housing. It also objectively aim to support infrastructure development and clean energy investments to achieve economic development and job creation for human capita growth.


Phase 3: Long-Term Transformation (5+ years)


* Sustainable Economic Growth:

* Goal: Achieve sustainable and inclusive economic growth.

* Actions:

* Promote good governance and the rule of law.

* Strengthen trade relationships and integrate into global markets.

* Foster innovation and entrepreneurship.

* Address climate change and environmental sustainability.

* Social Development:

* Goal: Improve social indicators and reduce poverty.

* Actions:

* Expand access to healthcare and social services.

* Reduce income inequality.

* Promote social inclusion and gender equality.

* Institutional Strengthening:

* Goal: Build strong institutions and ensure long-term stability.

* Actions:

* Strengthen government institutions and capacity.

* Develop a skilled workforce.

* Promote civic engagement and participation.


Strengthening national economy is a complex challenge, but here are some potential democratic strategies:


1. Invest in Education and Human Capital: Improving the quality of education and vocational training can equip citizens and indigenous people with the skills needed for economic growth. This includes promoting literacy, technical skills, and entrepreneurship.


2. Promote Infrastructure Development: Investing in infrastructure such as roads, ports, and energy systems can reduce transportation costs, facilitate trade, and attract foreign investment.


3. Diversify the Economy: for example; vulnerable communities economy is heavily reliant on a few sectors which causes economic inefficiency and evolution of climate risks and disasters.

Diversifying into areas like tourism, renewable energy, new resources and technologies, such as, the positive use of AI, and value-added agriculture can create new revenue streams and reduce vulnerability to external shocks.


4. Improve Governance and Reduce Corruption: Good governance, transparency, and the rule of law are crucial for attracting investment and fostering economic stability. Combating corruption can free up resources for development are keys for the implementation of democracy.


5. Support Small and Medium Enterprises (SMEs): SMEs are a significant source of job creation. Providing access to finance, training, and market opportunities can help them grow and contribute to the economy.


6. Foster Regional and International Trade: Strengthening trade relationships with neighboring countries and participating in global markets can open up new opportunities for Haitian businesses.


7. Develop the Agricultural Sector: Modernizing agricultural practices, providing access to land and credit, and supporting value-added processing can boost agricultural productivity and incomes.


These strategies require sustained effort, investment, and collaboration between democratic governments, private sector, and international NGO'S partners.



Final Assessment

Legal equality, political freedom and rule of law are often identified by commentators as foundational characteristics for a well-functioning democracy.

In terms of norms and identities, it is hypothesized that democracies are more dovish in their interactions with other democracies, and that democratically elected leaders are more likely to resort to peaceful resolution in disputes (both in domestic politics and international politics).Features of democracy often include freedom of assembly, association, personal property, freedom of religion and speech, citizenship, consent of the governed, voting rights, freedom from unwarranted governmental deprivation of the right to life, health, land and liberty, minority rights that are very crucial for the global charter of democracy



Key Considerations:


* Funding: Secure financing from international donors, development banks, and private investment.

* Coordination: Coordinate efforts between the government, private sector, civil society, and international partners.

* Sustainability: Ensure projects are environmentally sustainable and contribute to long-term economic resilience.

* Local Assistance: Ensure that civilians are actively assisted and involved in the development process.

* Flexibility: Adapt the roadmap as needed based on changing circumstances and progress.
